Job Summary: The Program Manager will have senior management responsibility and supervisory responsibilities for several functional areas including Operations and Maintenance, Engineering Services, Asset Management, Energy Management, Readiness Management, Housing Management, Utilities Management, and Construction Management. Additionally, the PM is responsible for effective operations of support activities including ESandH, Purchasing, Contract Administration, Human Resources, and Financial Management.
The successful candidate will be able to interface with multiple Government agencies and Government Clients including the Government Base Civil Engineer and the Contracting Office. The ability to effectively communicate and negotiate technical, contractual, and cost issues is imperative. A comprehensive understanding of general US Government Contracting including CLIN accounting and cost management is required. Solid financial and contractual acumen is a must.
Essential Functions: 1. Initiate, direct, and monitor the performance of facility staff and their departments. 2. Ensure that the customer's facility is operated and maintained in accordance with all contract requirements. 3. Ensure compliance with all Company policies, procedures and business practices including Safety, Ethics and Code of Business Conduct. 4. Communicate operating philosophy, objectives and expectations to the project staff. 5. Resolve problems and/or conflicts and maintain open communication with the customer. 6. Assimilate management information and write reports detailing activities. 7. Review and approve all employee timesheets as well as expenditures for materials, equipment, tools, supplies and subcontracts. 8. Prepare proposals for additions, deletions and changes to the contract scope as requested by the customer. 9. Track, analyze and trend project costs. 10. Prepare invoicing for customer, based on contract type, terms and conditions. 11. Comply with all company policies and procedures and adhere to company standards. 12. Foster a partnership with corporate liaisons for Project support. 13. Identify and pursue new business opportunities or contract growth opportunities.
