Description

You create and maintain Advance Planning Documents (APDs) and related planning documentation for Medicaid and Health and Human Services projects.

This role is remote.

Responsibilities

• Develop, collect, and compile data from business and technology teams to create viable APDs within required timelines.
• Coordinate with stakeholders, legal teams, and suppliers to gather, analyze, and finalize information for sign-off.
• Facilitate APD review meetings and interface with mid-level executive management to provide concise project updates.
• Review contract and amendment submittal letters for accuracy, relevancy, and alignment with agency standards.
• Translate complex technical and business concepts into clear, concise written documentation and standard operating procedures (SOPs).

Required Skills

• 8+ years of expert-level verbal and written communication skills.
• 7+ years of experience executing against multiple priorities and complex projects.
• 7+ years of working knowledge in Medicaid, NC FAST, and/or Health and Human Services projects.
• 5+ years of experience interpreting Medicaid, NC FAST, or HHS policies to ensure CMS regulation compliance.
• 5+ years of experience in project management, training, and facilitation.
• 5+ years of experience in stakeholder engagement and collaboration.
• Proficient use of Microsoft Project Suite, MS Teams, Zoom, and Microsoft Office (Word, PowerPoint, Excel).
• Ability to create and deliver PowerPoint presentations and SOPs.

Preferred Skills

• 3+ years of prior APD development, RFP, RFI, grant, or contract writing experience.
• Experience with state government or public sector health and human services programs.
