You will modernize complex state eligibility rules by analyzing legacy mainframe logic and designing optimized, modernized business processes.

This role is remote.

Responsibilities

• Interpret legacy business and system rules to document modernized requirements based on program domain knowledge.
• Create As-Is and To-Be artifacts, including user stories, acceptance criteria, use cases, screen prototypes, data specifications, and UML diagrams.
• Analyze mainframe logic to formulate modernized To-Be processes and perform business process reengineering.
• Conduct interface analysis of legacy applications, mapping them to modernized solutions and performing system gap analysis.
• Set stakeholder workshop topics, train system users, and ensure adherence to project timelines.

Required Skills

• 7+ years of experience as a Business Analyst.
• 4-7 years of in-depth domain knowledge of SNAP, HEAP, PA, Fair Hearings, and Child Support.
• 4-7 years of experience in state eligibility programs within the Human Service domain in locally administered environments.
• 4-7 years of experience creating training manuals and system documentation.
• Experience analyzing mainframe logic and formulating optimized business processes.
• Ability to perform interface analysis and system gap analysis.
• Basic scripting and query abilities.
• Proficiency with Business Analyst methodologies.
