Key Responsibilities

• Lead stakeholder consultations, workshops, and requirement-gathering sessions.
• Gather, analyze, document, and validate business, functional, and technical requirements.
• Translate business requirements into detailed technical requirements and system specifications.
• Develop integrated system and technical design specifications.
• Create and improve business and technical processes.
• Conduct business process reviews, process mapping, and process re-engineering.
• Facilitate business process improvement sessions.
• Support the development and implementation of new IT services and digital solutions.
• Schedule, organize, and lead project status meetings and stakeholder meetings.
• Act as a communication bridge between vendors, government ministries, business teams, and technical teams.
• Identify, document, and escalate project risks, issues, dependencies, and recommendations.
• Support business architecture, systems design, and database modelling activities.
• Participate in iterative and Agile development processes.
• Perform business analysis, technical analysis, project management, and systems design activities.
• Support complex software solutions across multi-tier development environments.
• Develop and maintain project documentation, including business requirements, software requirements, functional designs, project plans, schedules, and status reports.
• Prepare regular project status reports highlighting deliverables, risks, issues, timelines, and required effort.
• Ensure effective communication with all project stakeholders throughout the project lifecycle.
• Identify user training requirements and support change-management activities.
• Perform additional Business Analyst or Lead Technical Analyst responsibilities as required by the Project Manager.

Mandatory Qualifications

Candidates must demonstrate the following experience:

• Minimum 3 years of experience developing integrated system and technical design specifications.
• Minimum 4 years of experience facilitating and managing business process development and process improvement/re-engineering activities.
• Minimum 5 years of experience gathering requirements from diverse stakeholder groups.
• Minimum 5 years of experience translating business requirements into detailed technical requirements.
• Minimum 1 year of experience working with correctional facility systems, business processes, or related technology environments.
• Must satisfy the required education criteria specified by the Government of Alberta.
• Must complete a Conflict-of-Interest Attestation.

Preferred / Nice-to-Have Qualifications

The following experience will be considered an asset:

• 5+ years of experience adapting to new business environments and performing root-cause analysis.
• 5+ years of experience coordinating between business and technical teams.
• 2+ years of experience gathering and documenting business requirements for Artificial Intelligence initiatives.
• 5+ years of experience developing project documentation across multiple technology initiatives.
• 5+ years of experience leading stakeholder engagement activities, workshops, interviews, and requirement sessions.
• 2+ years of experience working within or supporting the public sector.
• 5+ years of experience working in an Agile development environment.
