Description

You will gather, document, and manage complex business requirements while driving process improvements and supporting the full software development lifecycle.

This role is remote.

Responsibilities

  • Lead requirements gathering, functional specification development, and traceability management across SDLC projects.
  • Analyze current business processes to identify inefficiencies and design improved workflows using As-Is and To-Be modeling.
  • Create and maintain detailed documentation including Requirements Traceability Matrices (RTMs), use cases, user stories, and narrative requirements.
  • Collaborate with cross-functional teams and executive stakeholders to define project scope, implementation plans, and transition strategies.
  • Support end-users in production environments, resolve complex issues, and facilitate Joint Application Design (JAD) sessions.

Required Skills

  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field.
  • Minimum 5 years of Business Analyst experience within Software Development Life Cycles (SDLC).
  • Proven experience facilitating collaboration with stakeholders at all organizational levels, including executive leadership.
  • Strong background in process analysis, systems analysis, and project management methodologies (Agile and Waterfall).
  • Experience creating complex requirements documentation, including RTMs, use cases, and user stories.
  • Ability to work independently, meet strict deadlines, and solve complex business problems.

Preferred Skills

  • Experience using SQL or similar query tools for data analysis and requirements validation.
  • Experience developing training materials and conducting end-user training sessions.
  • Familiarity with California State Government IT organizations and Project Approval Lifecycle (PAL) processes.
