Description

You will manage program budgets and financial execution within the Intelligence Community environment. You own the full requisition lifecycle and ensure accurate fund obligation.

This role is on-site.

Responsibilities

• Create and maintain spend plans, requisitions, and supporting documentation for accurate fund obligation.
• Prepare and process Military Interdepartmental Purchase Requests (MIPRs) and Economy Act Orders (EAOs) using standard BM&A processes.
• Monitor requisition lifecycles from approval through certification to track requirements execution.
• Analyze financial transactions and burn rates to identify funding shortfalls, excess obligations, or budget variances.
• Compile financial reports, briefing materials, and data for submission to ODNI, OSD, and Congress.

Required Skills

• Active TS/SCI with Full Scope Polygraph.
• Experience with Agency financial systems including FACTS, CMIS, EDSS, and CDW.
• Proficiency in managing Unliquidated Obligations (ULOs) and end-of-year closeout activities.
• Knowledge of NSA acquisition and financial management policies and regulations.
• Ability to prepare complex financial briefing charts, point papers, and spreadsheets.
• Minimum of 4 years of DoD or IC experience, or 6 years of combined DoD, IC, and commercial experience.
• Experience tracking requirements through the requisition approval and certification process.

Preferred Skills

• Program Management Professional (PMP) certification or Certified Defense Financial Manager (CDFM) designation.
• DAWIA Level I in Business/Financial Management.
