You will conduct job analyses and develop skill matrices to align organizational needs with NYC Civil Service Titles.

This role is on-site.

Responsibilities

• Analyze jobs to document technical competencies and soft skills for all positions.
• Define proficiency levels and skill progression for entry, mid, and senior-level roles.
• Develop visual skill matrices and assess current employee competency levels.
• Perform gap analyses to identify disparities between current skill sets and future standards.
• Propose actionable roadmaps, training recommendations, and KPIs to close identified competency gaps.

Required Skills

• 5+ years of experience in data analysis or related workforce planning roles.
• Direct knowledge of the NYC civil service system.
• Proven experience working with NYC governmental agencies.
• Proficiency in Tableau and PowerBI for workforce data analysis.
• Ability to structure data gathering activities including interviews, focus groups, and surveys.
• Experience identifying complex themes and recommendations through quantitative and qualitative analysis.

Preferred Skills

• Experience in strategic or operational workforce planning, including demand and supply analysis.
• Experience implementing organizational strategies using change management principles.
• Ability to design data-driven deliverables using Microsoft Word and PowerPoint.
