REQUIREMENTS

The candidate shall possess the knowledge and skills set forth in the Technical Services BOA, Section 3.2.2.1 for the labor category Senior DevOps Engineer:   

Senior Level Personnel Baseline Qualifications (BOA Section 3.2.2.1 / 3.1.1.1)

• Bachelor’s degree.
• At least 4 years of experience in DevOps Engineering.
• At least 2 years of experience with Cloud Native technologies (Amazon Web Services, Microsoft Azure, Google Cloud Platform).
• At least 2 years of Unix or Linux system administration experience.

Senior Level Baseline Capabilities

• Experience serving as the engineer of complex technology implementations in a product-centric environment.
• Deploying and configuring services using infrastructure as a service provider (e.g., Amazon Web Services, Microsoft Azure, Google Compute Engine, RackSpace/OpenStack).
• Configuring and managing Linux-based servers.
• Debugging cluster-based computing architectures.
• Installation and management of open-source monitoring tools.
• Architecture for continuous integration and deployment, and continuous monitoring.
• Containerization technologies (e.g., LXC, Docker, Rocket).

Task Order Specific Required Qualifications (TOR #2026-34)

• At least five (5) years of experience in organizational change management, preferably supporting technology transformations or Agile/digital transformations.   
• Change management certification (e.g., Prosci Change Management Practitioner, CCMP, or similar) strongly preferred.   
• Understanding of Agile principles, values, and frameworks (Scrum, SAFe, Kanban) and the cultural shifts required for successful adoption strongly preferred.   
• Experience conducting change impact assessments, stakeholder analyses, and readiness assessments.   
• Demonstrated ability to develop and execute change management plans including strategy, stakeholder engagement, communications, training, and resistance management.   
• Excellent communication and influencing skills with ability to craft compelling messages and materials for diverse audiences.   
• Strong stakeholder management skills with ability to build relationships and credibility at all organizational levels.   
• Government or highly regulated industry experience preferred.   

Knowledge/Skill Requirements

• Bachelor's degree in Communications, Organizational Psychology, Business Administration / Management, Information Systems, Sociology, or a related field (or equivalent experience).   
• Preferred: Familiarity with Atlassian Jira and Confluence.   
• Preferred: Federal government experience
