Description

Key Responsibilities
  • Lead end-to-end delivery of complex State or Federal Government IT projects.
  • Develop and maintain project plans, schedules, milestones, budgets, dependencies, and resource plans.
  • Manage project scope, risks, issues, assumptions, dependencies, and change requests.
  • Implement and maintain enterprise Project Management Systems (PMS) and project governance processes.
  • Coordinate with government agencies, business stakeholders, technical teams, vendors, and executive leadership.
  • Establish project governance, reporting standards, status reporting, and executive dashboards.
  • Lead project meetings, steering committees, stakeholder reviews, and project status discussions.
  • Manage organizational and technical Change Management activities throughout the project lifecycle.
  • Identify project risks and develop mitigation and contingency strategies.
  • Ensure projects follow established methodologies, governance standards, compliance requirements, and delivery timelines.
  • Manage cross-functional teams and ensure effective communication across business and technical stakeholders.
  • Provide leadership through project planning, execution, implementation, transition, and closeout.
Required Qualifications
  • 12+ years of relevant professional experience.
  • 15+ years of Project Management experience.
  • 10+ years managing State or Federal Government IT projects.
  • 10+ years of experience implementing and managing Project Management Systems.
  • 10+ years of Change Management experience.
  • PMP or CSM certification.
  • Strong experience managing complex enterprise IT projects with multiple stakeholders and dependencies.
  • Strong understanding of project governance, PM methodologies, risk management, change control, and stakeholder management.
  • Excellent written, verbal, presentation, and executive communication skills.
  • Must be a current South Carolina resident; no relocation.
Preferred Qualifications
  • Experience working directly with South Carolina State Government agencies or similar public-sector organizations.
  • Experience with enterprise PMO environments and project governance frameworks.
  • Experience with large-scale technology modernization, application implementation, or infrastructure initiatives.
  • Experience working with vendors, contractors, and government procurement environments.
  • Strong knowledge of Agile, Waterfall, or hybrid project delivery methodologies
