Description

You will lead the planning and roadmap development for the next iteration of the agency’s case management system.

Responsibilities

• Develop a comprehensive solicitation plan and roadmap outlining goals, objectives, financial impacts, and milestones.
• Conduct needs assessments to determine requirements for major information technology solicitations.
• Create solicitation documents including specifications, performance measures, deliverables, and special contract terms.
• Facilitate collaboration and communication with internal and external stakeholders to ensure solicitation alignment with agency needs.
• Develop bid evaluation instruments and provide recommendations on contract development and schedules.

Required Skills

• Detailed understanding of SACWIS or CCWIS requirements and design.
• Experience in strategic planning and project management.
• Knowledge of organizational change management and business process re-engineering.
• Expertise in contract development and financial cost allocation/analysis.
• Familiarity with federal requirements for data quality plans, reporting, and advance planning documents.
• Proficiency in technical writing and community outreach engagement.
• Ability to work within a team of business analysts, project managers, and change managers.
