Description

You will manage 3-5 simultaneous application development projects, including COTS and in-house solutions, ensuring vendor delivery of upgrades, configurations, custom development, and testing within the Secure System Development Life Cycle (SSDLC).

Responsibilities

• Create and maintain project budgets, schedules in MS Project, scope documents, and communication plans throughout the project lifecycle.
• Track progress and variances against baselines using Waterfall, Agile, and Hybrid methodologies, presenting status updates to leadership.
• Manage project quality planning, QA, end-to-end system testing, UAT, defect tracking, and metrics management.
• Lead multi-phased, high-visibility IT projects for State agencies, ensuring strict adherence to ethical and legal mandates.
• Oversee the change request process, deliverable acceptance, and compliance reporting to executive staff and clients.

Required Skills

• 84 months (7 years) of experience as a Project Manager managing application development projects.
• Proven experience with Secure System Development Life Cycle (SSDLC) compliance.
• Proficiency in Microsoft Project for schedule tracking, variance analysis, and baseline management.
• Strong background in Waterfall, Agile, and Hybrid project management methodologies.
• Experience developing detailed Scope Documents, project plans, and managing change requests.
• Expertise in quality assurance, system testing, and user acceptance testing (UAT) governance.
• Ability to manage vendor relationships for implementation, triage, and troubleshooting.
• Experience reporting on project status, compliance, and risk to executive and client leadership.

Preferred Skills

• Experience managing projects for State agencies with strict regulatory mandates.
