Description

You will manage 3-5 simultaneous application development projects, including COTS and in-house systems, ensuring vendor delivery of upgrades, installations, configurations, custom development, triage, troubleshooting, and testing while adhering to Secure System Development Life Cycle (SSDLC) standards.

This role is on-site.

Responsibilities

• Own project execution and control, creating and maintaining project budgets, schedules in MS Project, scope definitions, status reports, communication plans, and quality standards from initiation to closeout.
• Develop and manage formal project schedules using Microsoft Project, tracking progress and variances against baselines using Waterfall, Agile, and Hybrid methodologies.
• Conduct scrum sessions to update schedules and present status updates to ITS and client agency leadership.
• Develop and manage detailed Scope Documents and project artifacts, including reviewing deliverables, managing the acceptance process, and handling change requests.
• Execute quality planning, quality assurance, end-to-end system testing, User Acceptance Testing (UAT), defect management, and quality governance.

Required Skills

• 84 months (7+ years) of experience as a Project Manager managing multiple simultaneous IT projects.
• Proficiency with Microsoft Project for schedule tracking and variance analysis.
• Experience with Waterfall, Agile, and Hybrid project management methodologies.
• Knowledge of Secure System Development Life Cycle (SSDLC) principles.
• Experience managing vendor implementations, including version upgrades, installations, and custom development.
• Ability to manage project quality planning, UAT, defect tracking, and metrics management.
• Active PMP Certification required.

Preferred Skills

• Experience leading multi-phased, high-visibility IT projects for State agencies.
• Experience reporting to Executive staff and ensuring compliance with ethical and legal mandates.
