Description

You will lead the implementation of multiple web-based and low-code applications for the Division of Mental Health, Developmental Disabilities and Substance Use Services and the Division of State Operated Healthcare Facilities.

Responsibilities

• Lead the implementation of medium to large-sized projects involving application or IT system replacements.
• Manage project dependencies across multiple divisions, external entities, and vendor teams.
• Execute market analysis, cost estimation for O&M, project scheduling, and business case development.
• Direct project teams and oversee vendor-related activities to ensure milestone delivery and risk mitigation.
• Develop project artifacts following PMI PMBOK and State of NC methodologies, including budget monitoring and documentation.
• Manage day-to-day activities using Microsoft Project Server and SharePoint to track risks, costs, and schedule changes.

Required Skills

• 5+ years of IT Project Management experience.
• Proven experience implementing low-code technologies such as Salesforce, Microsoft Dynamics, or ServiceNow.
• Experience managing vendor relationships and application replacement initiatives.
• Expertise in project scheduling, budget monitoring, and risk management.
• Strong negotiation, communication, and problem-solving skills.
• Ability to manage complex projects with multiple workstreams and aggressive timelines.
• Proficiency with Microsoft Project Server and SharePoint.
• Demonstrated leadership and change management skills to guide cross-functional teams.

Preferred Skills

• Healthcare-related industry experience.
