Description

You will manage 3-5 simultaneous application development projects, including COTS and in-house solutions, ensuring vendors deliver version upgrades, installations, configurations, custom development, triage, troubleshooting, and testing within the Secure System Development Life Cycle (SSDLC).

This role is on-site.

Responsibilities

  • Manage project execution and control, creating and maintaining project budgets, schedules in MS Project, scope, status reports, communication plans, and quality standards from initiation to closeout.
  • Develop and manage formal project schedules using Microsoft Project, tracking progress and variances against baselines using Waterfall, Agile, and Hybrid methodologies.
  • Utilize standard PM techniques like scrum sessions to update schedules and present status updates to ITS and client agency leadership.
  • Develop and manage detailed Scope Documents and project artifacts, reviewing deliverables and managing the acceptance process and change request process.
  • Oversee project quality planning, assurance, end-to-end system testing, quality control, user acceptance testing (UAT) defect and metrics management, and quality governance.

Required Skills

  • 84 months (7 years) of experience as a Project Manager managing multiple application development projects.
  • Active PMP Certification is required.
  • Proficiency in Microsoft Project for developing and tracking formal project schedules.
  • Experience with Waterfall, Agile, and Hybrid project management methodologies.
  • Experience managing vendor implementation, including version upgrades, installations, and custom development.
  • Strong understanding of Secure System Development Life Cycle (SSDLC).
  • Ability to manage multi-phased, high-visibility IT projects for State agencies with strict ethical and legal compliance.

Preferred Skills

  • Experience leading investigations into possible non-compliance and reporting to executive staff.
