Description

You will lead procurement, design, development, and implementation efforts for a large, complex IT system within the Medicaid Enterprise System (MES) Program.

Responsibilities

• Own the development of all project management artifacts within a waterfall-agile hybrid environment.
• Partner with Product Managers, MES PMO, procurement professionals, and external vendors to guide business leaders through the project lifecycle.
• Manage day-to-day vendor and contract activities to ensure project outcomes.
• Monitor, track, and document changes, ensuring thorough testing of systems and scenarios throughout implementation.
• Support federal certification exercises and associated planning processes.

Required Skills

• 15 years of PMBOK subject matter expertise and experience.
• 15 years of ITIL/ITSM knowledge.
• 10 years of Agile experience, specifically with SAFe and Scrum.
• 7 years of experience with test management principles and best practices.
• 7 years of experience managing multiple priorities in deadline-driven environments.
• 7 years of experience with CMS Seven Standards and Conditions, Medicaid IT systems, or HIT.
• 5 years of proficiency with Microsoft SharePoint and Teams.
• 5 years of expert-level use of Microsoft Project, Word, Excel, PowerPoint, Visio, and Adobe software.
• 2 years of experience on MMIS, HIT, HIE, or Eligibility implementation projects requiring federal oversight.
• Strong expertise in leadership, negotiation, conflict resolution, and relationship management.

Preferred Skills

• Experience drafting procurement documentation and Requests for Proposals (RFPs).
• Knowledge of Organizational Change Management (OCM).
