Description

Lead procurement, design, and implementation of complex IT systems within the Medicaid Enterprise System program.

Responsibilities

• Own development of all project management artifacts in a waterfall-agile hybrid environment.
• Partner with Product Managers, PMO, procurement professionals, and external vendors to guide business leaders through the project lifecycle.
• Monitor, track, and schedule project activities while assessing quality and documenting the impact of changes on users.
• Manage day-to-day vendor and contract activities to ensure desired project outcomes.
• Support federal certification exercises and associated planning processes.

Required Skills

• 15 years of PMBOK subject matter expertise and experience.
• 15 years of ITIL/ITSM knowledge.
• 10 years of Agile expertise, specifically SAFe and Scrum.
• 7 years of experience managing multiple priorities and projects in deadline-driven environments.
• 7 years of experience with test management principles and best practices.
• 7 years of experience with Medicaid IT systems, HIT, or CMS Seven Standards and Conditions.
• 5 years of proficiency with Microsoft SharePoint and Teams.
• 5 years of expert-level use of Microsoft Project, Word, Excel, PowerPoint, Visio, and Adobe software.
• Strong leadership, negotiation, and conflict resolution skills.

Preferred Skills

• Experience drafting procurement documentation and RFPs.
• Knowledge of Organizational Change Management (OCM).
