Description

You will lead the development and oversight of proposals, statements of work, and RFP responses through the selection and acquisition processes.

Responsibilities

• Lead technical and planning aspects of technology procurement and facilitate vendor selection.
• Develop project plans, task lists, schedules, risk identification, and resource allocation strategies.
• Transition project plans to internal and vendor teams for execution using PMI best practices.
• Provide oversight for project governance, including meetings, reporting, risk management, and quality assurance.
• Monitor third-party vendor progress against predefined metrics and milestones.

Required Skills

• Active PMP certification through PMI or VITAs PM certification.
• Minimum of 15 years of overall IT experience.
• At least 10 years of experience managing large-scale projects.
• Minimum of 5 years of experience in procurement management, including development of SOWs, RFQs, and contracts.
• Proficiency with Microsoft Project, Visio, and Microsoft Office.
• Strong financial literacy, including budgeting, accounting, and credit management.
• Bachelor’s degree.
• Ability to work onsite in Richmond, VA, 2-3 days per week.

Preferred Skills

• Technology infrastructure experience.
• Experience with VITAs Commonwealth Technology Portfolio (CTP) system and ECOS process.
• Familiarity with Commonwealth IT procurement processes including RFP, VITAs Statewide Contract, and CAI SOW.
