Description

You will lead the modernization of the State of Texas Automated Information Reporting System (STAIRS), automating business functions and enhancing tracking, monitoring, and auditing capabilities.

Responsibilities

• Manage project schedule, scope, and budget while overseeing development progress to ensure alignment with timelines.
• Develop and maintain project documentation, artifacts, and presentations in accordance with the Texas Project Delivery Framework.
• Facilitate the SDLC process to ensure business requirements are accurately translated into technical specifications.
• Communicate complex technical designs and business processes to stakeholders, project teams, and executive steering committees.
• Identify, document, and escalate risks, issues, and contingency plans to remove project impediments.

Required Skills

• Project Management Professional (PMP) certification is required.
• 10 years of project management experience for large-scale enterprise implementations.
• 8 years of State of Texas or similar Federal/State project management experience.
• 8 years of experience leading and managing legacy modernization projects as a Project Manager or Systems Analyst.
• Proficiency with the PMI framework, Project Delivery Framework, and SDLC.
• Ability to manage communication with key decision-makers and oversight entities.
• Experience with QAT reporting requirements for Major Information Resource Projects.

Preferred Skills

• 5 years of experience with the State of Texas Project Delivery Framework.
• 5 years of experience with low code/no code solutions.
• 3 years of experience with Texas Statewide systems or the State of Texas QAT process for MIRP.
