Description

Lead diverse project teams through Waterfall, Agile, and Hybrid methodologies to transform requirements into executable delivery plans.

Responsibilities

• Plan, organize, and motivate project teams throughout the entire project lifecycle.
• Provide ongoing project-level governance and oversight during execution.
• Manage procurement processes including Statements of Work (SOWs), Requests for Quotation (RFQs), and contracts.
• Oversee vendor contracting and management methodologies for IT projects.
• Execute project deliverables to meet internal and external stakeholder requirements.

Required Skills

• 15 years of overall IT experience.
• 10 years of experience managing large projects in a Portfolio.
• 10 years of experience in proposal development and business writing.
• 8 years of comprehensive knowledge of vendor contracting and management.
• 5 years of experience in procurement management.
• Proficiency with Microsoft Project, Visio, and Microsoft Office.
• Financial literacy including budgeting, accounting, and managing credit.
• Active PMP certification through PMI or qualification under Commonwealth of Virginia Qualification Standards for IT Project Managers.

Preferred Skills

• Experience with technology infrastructure, application development, or cloud infrastructure (Azure and Google Cloud).
• Knowledge of VITA’s Commonwealth Technology Portfolio (CTP) system, the ECOS process, and core Commonwealth IT procurement processes.
• Experience managing cloud-based solutions for data management and analytics.
