Description

You will provide project support for program requirements, including tracking, planning, and outreach for projects funded by DWSRF and EC-SDC. You will review and approve SRF and EC-SDC projects, ensuring compliance with federal and state requirements. Your responsibilities include maintaining project plans, managing the DWSRF Project Priority List solicitation, and coordinating with internal engineers, state agencies, and public water systems. You will also support RIDOH staff through mentoring and process improvement initiatives, such as developing guidance and standard operating procedures.

This role is on-site.

Responsibilities

  • Manage total tracking, planning, and program development for DWSRF and EC-SDC funded projects.
  • Review and approve projects, verifying pay requisitions and compliance with federal and state mandates.
  • Conduct compliance and eligibility determinations and maintain detailed project plans.
  • Coordinate internal efforts with RIDOH engineers and external stakeholders, including state agencies and public water systems.
  • Develop guidance, SOPs, process checklists, and job aids to improve departmental processes.

Required Skills

  • Master's Degree in Public Administration, Business Administration, Social Sciences, or a closely related field.
  • 5+ years of experience in program development within human services or a related field.
  • Thorough knowledge of principles and techniques of program planning and development.
  • Working knowledge of federal, state, and community resources, legislation, and their interrelationships.
  • Ability to establish standards, policies, and administrative controls for complex programs.
  • Experience acting as a liaison between directors, division heads, and local governments.

Preferred Skills

  • Experience evaluating existing programs and developing plans for expansion or modification.
  • Ability to coordinate current and proposed programs with other state departments.
