Description

Coordinate IT projects and related procurements for VDOT, managing vendors, consultants, and internal staff.

Responsibilities

• Oversee end-to-end project lifecycle, including execution, scope, schedule, and risk management.
• Develop proposals, statements of work, requirements, and RFP responses.
• Manage vendor performance, budgets, and resource allocation.
• Facilitate multi-disciplinary teams to define project plans, goals, and policies.
• Track and communicate project progress regarding schedule, cost, and risk to stakeholders.

Required Skills

• Minimum 10 years of experience managing large-scale projects.
• Bachelor’s degree in a related field.
• Expertise in Agile and Waterfall methodologies, with ability to blend both.
• Strong experience with cloud-hosted SaaS implementation projects.
• Fluency in Microsoft Project, Visio, and Office suite.
• Ability to lead business and IT resources through discovery and documentation.
• Solid understanding of software development lifecycle models.
• Strong analytical, organizational, and decision-making skills.

Preferred Skills

• Experience with VITA’s Commonwealth Technology Portfolio (CTP) system and ECOS process.
• Familiarity with core Commonwealth IT procurement processes (RFP, VITA Statewide Contract, CAI SOW).
