Description

You will serve as the primary liaison between DTMB and project stakeholders to support IT solution implementations for environmental health and drinking water programs.

Responsibilities

• Facilitate requirements elicitation meetings and process modeling to develop strategies for future enhancements.
• Perform gap-fit analysis and requirements refinement for active projects.
• Analyze original requirements and user stories against needs identified in discovery sessions or UAT cycles to define changes and impact analysis.
• Develop RFPs, functional specifications, and technical specifications for reporting and data warehouse work.
• Prepare solution options, risk identifications, and financial analyses including cost/benefit and ROI.
• Collaborate with IT and business teams to propose reporting and data warehousing solutions.

Required Skills

• Minimum of 16 years of general Business Analyst experience.
• Expertise in requirements elicitation, facilitation, and business process reengineering.
• Experience with business process mapping and identifying technology applications for business problems.
• Ability to document detailed user needs, program functions, and development steps.
• Experience with gap-fit analysis and requirements refinement.
• Knowledge of industry standard technologies, including legacy, core, and emerging systems.
• Skill in assisting with business warehouse/intelligence support and end-user reporting tools.
• Experience developing RFPs and conducting buy/build analyses.
• Bachelor's degree.

Preferred Skills

• SOM DTMB process experience.
• Agile development experience.
