Description

You will act as a senior Business Analyst and Product Owner to support modernization projects and Medicaid Enterprise Systems transitions.

Responsibilities

• Analyze program policies, procedures, and processes to determine impacts on business systems and functional areas.
• Serve as the Product Owner for agile/scrum teams, translating operational and business requirements to software vendors.
• Write user stories with clear acceptance criteria following Agile methodology.
• Develop business user test scenarios, use cases, and test plans to ensure mapping to documented requirements.
• Liaise between state staff and external vendors to manage communication and set project phase expectations.

Required Skills

• 5+ years of experience as a Business Analyst.
• Proven experience acting as a Product Owner within an Agile/Scrum environment.
• Ability to write detailed User Stories and Acceptance Criteria.
• Experience analyzing system, data, and project deliverables including design documentation and risk assessment plans.
• Strong capability in developing test plans, use case scenarios, and exit criteria.
• Experience performing systems and user acceptance testing (UAT).
• Ability to manage multiple internal and external stakeholders, including technical and program staff.

Preferred Skills
