Description

Key Responsibilities

Business Analysis & Testing

Gather business and technical requirements from program stakeholders and project sponsors.

Translate business requirements into technical specifications.

Lead testing activities by creating test plans, test cases, and test scenarios across Agile sprint cycles, epics, user stories, and Waterfall projects.

Develop and maintain complete requirements traceability matrices.

Translate complex data requests and operational requirements into actionable AI queries against enterprise analytics data sources.

Communicate technical findings and data limitations in clear, non-technical language to business users.

AI Prompting & Data Synthesis

Develop and refine AI prompts and query strategies for accurate data retrieval and synthesis.

Guide non-technical users in creating effective AI prompts.

Build and maintain standardized AI prompt libraries and reusable query templates.

Validate AI-generated outputs and identify potential hallucinations or inaccuracies.

Data Reporting & Visualization

Extract, integrate, and analyze data from multiple complex internal and external data sources.

Collaborate with business users, performance analysts, and IT teams to develop reports, dashboards, and data visualizations.

Ensure all reporting complies with agency standards, governance policies, and regulatory requirements.

Support official reporting and strategic decision-making initiatives.

Data Literacy & Training

Promote data literacy throughout the organization.

Develop and deliver AI and data analytics training sessions for non-technical users.

Create user guides, documentation, and tutorials for AI-assisted reporting.

Encourage a data-driven culture by enabling effective use of enterprise data and AI tools.

Collaboration & Problem Solving

Partner with Data Engineering, IT, and Program teams to resolve data quality issues and inconsistencies.

Provide expert guidance on interpreting complex data and reporting results.

Stay current with emerging AI technologies, analytics tools, and best practices.

Required Skills & Qualifications

10+ years of experience gathering business requirements and translating complex data requests into actionable technical solutions.

10+ years of experience explaining technical concepts and data limitations to non-technical stakeholders.

10+ years of experience as a Senior Business Analyst, Systems Analyst, Data Analyst, or Data Liaison.

10+ years of strong SQL experience for data extraction and manipulation.

10+ years of experience developing and validating reports, dashboards, and data visualizations.

10+ years of experience working with Power BI and/or Tableau.

Excellent communication, presentation, analytical, and interpersonal skills.

Preferred Qualifications

5+ years of Business Intelligence/Data Warehouse experience.

5+ years of experience within Health & Human Services or another highly regulated environment.

5+ years of experience with data governance and data quality principles.

2+ years of experience developing and delivering data literacy or AI training for non-technical users.

2+ years of experience mentoring staff with varying levels of data literacy.

1+ year of experience creating AI prompt catalogs using Streamlit with Python.

1+ year of experience applying Responsible AI practices and ensuring compliance with agency standards
