Key Responsibilities

• Develop and maintain strong, trust-based relationships with business stakeholders, product owners, subject matter experts, technical teams, and leadership.
• Serve as a business relationship manager for assigned functional and business areas, providing strategic guidance and supporting organizational change.
• Gather, analyze, document, and maintain business and technical requirements to support IT and data-driven solutions.
• Translate complex business problems, technical concepts, and ambiguous needs into clear, actionable business requirements and user stories.
• Lead and facilitate discovery sessions, stakeholder meetings, workshops, and discussions to understand business processes, challenges, and desired outcomes.
• Collaborate with IT Project Managers, Data Governance Managers, QA Testers, and other technical professionals to ensure requirements are clear, complete, and actionable.
• Manage stakeholder expectations, communicate project progress and trade-offs, and maintain alignment among business teams, vendors, technical teams, and senior leadership.
• Identify root causes of business and system issues and recommend integrated solutions to improve processes and systems.
• Resolve conflicting priorities through effective communication, negotiation, collaboration, and consensus building.
• Collaborate with cross-functional teams to improve interoperability across INDOT systems, data, and business processes.
• Support digital transformation initiatives, strategic planning, and change management activities.
• Communicate system impacts, workflow changes, and implementation requirements to support successful adoption.
• Follow established governance practices and promote consistent adoption across the organization.

Required Qualifications

• Minimum 5 years of experience as a Business Analyst, Consultant, or in a similar role within technology or government environments.
• Minimum 5 years of business analysis and problem-solving experience in a consultative or project-based setting.
• Minimum 5 years of experience cultivating and managing business relationships with multiple stakeholders.
• Minimum 5 years of strong technical, written, and verbal communication skills, with the ability to communicate effectively with technical teams, data professionals, business stakeholders, project managers, and leadership.
• Minimum 5 years of experience gathering, analyzing, creating, and documenting business requirements and user stories.
• Minimum 5 years of experience working with Microsoft Office Suite, including Word, PowerPoint, and Excel.

Highly Desired Qualifications

• Minimum 5 years of experience or demonstrated proficiency in understanding and working with the Software Development Life Cycle (SDLC).
• Minimum 5 years of experience working with Azure DevOps.
• Minimum 5 years of experience working with the Salesforce platform, including supporting business processes and gathering and documenting business requirements.
• Minimum 5 years of experience collaborating with business and technical stakeholders in a Salesforce environment.
• Salesforce Certified Business Analyst certification is highly desired
