Description

Core Qualifications 10+ years of hands-on software design & development experience, ideally with enterprise-level applications.

Strong background in , .NET, C#, Angular , and the Microsoft 365/Power Platform ecosystem . Proven ability to work across the full SDLC : requirements gathering, design, coding, testing, deployment, and support.

Experience with Oracle 19c databases (SQL, PL/SQL, schema design, performance tuning). Solid knowledge of cloud architecture (Azure) , including modernization, containerization, and serverless patterns.

Expertise in CI/CD pipelines (Azure DevOps, GitHub Actions) and automation tools. Strong security and compliance background (PCI DSS, encryption, Azure AD).

Experience with server platforms (ColdFusion/Lucee, WebLogic, Apache, Tomcat).

Technical Skills to Screen For

• Database engineering : schema design, stored procedures, performance tuning.
• Application integration : third-party software, APIs, and customizations.
• Networking & infrastructure : TCP/IP, VPNs, VLANs, cloud networking.
• Testing & QA : test plans, scripts, peer reviews, security testing.
• Deployment & migration : seamless cutovers, automation, Linux scripting.

Analytical & Documentation Skills

Ability to translate business needs into technical specifications and architectural diagrams. Strong solution evaluation skills (pros/cons analysis, cost-benefit assessments).

Experience producing clear documentation : technical specs, design artifacts, deployment plans.

Soft Skills & General Competencies

Excellent communication skills (can explain technical concepts to non-technical stakeholders).

Strong collaboration with business SMEs, project managers, and IT leadership. Ability to manage multiple projects and deliver within scope, schedule, and budget.

Experience in government or public-sector projects is highly desirable.

Desired Extras

• Familiarity with Judicial Branch Contracting Manual or similar state contracting processes.
• Knowledge of software license and contract management .
• Experience with EHR applications (Epic, Allscripts) and reporting tools (Crystal Reports, Power BI).
• Prior work in government agencies or courts is a strong plus
