Description

You will lead the planning and implementation of the NC Breast and Cervical Cancer Control Program and NC WISEWOMAN Program centralized data management system (BCWWMS).

Responsibilities

• Manage day-to-day project activities, including detailed scheduling, budget monitoring, and expenditure tracking.
• Execute project requirements by coordinating between senior business executives, IT personnel, and external vendors.
• Develop and maintain all project management artifacts following PMBOK and State guidelines.
• Oversee scope, resources, timelines, quality, and procurement to meet state goals.
• Lead agile ceremonies and manage the Scrum team backlog or Kanban flow.
• Write technical documentation, including RFPs and alternative analyses.
• Establish project governance and conduct formal presentations for all stakeholders.

Required Skills

• 5+ years of IT Project Management experience.
• Hands-on experience acting as a Scrum Master for software development or maintenance teams.
• Proficiency with agile, scrum, and Kanban methodologies, including iterative and incremental development.
• Expertise in using tools such as Jira, ServiceNow, or Version One.
• Strong technical writing skills, specifically for RFPs and project documentation.
• Proven ability to develop complex project plans, timelines, and work breakdown structures.
• Experience in roadmap development and strategic planning.
• Ability to manage change management, risk management, and training plans.
• Strong negotiation and stakeholder management skills.
