Description

Lead diverse project teams through the planning, organization, and execution of Waterfall, Agile, and Hybrid projects. Own the full project lifecycle from origination to closure.

Responsibilities

• Originate and oversee proposals, statements of work, requirements, and RFP responses.
• Coordinate multi-disciplinary teams to develop project plans, goals, and agency-aligned procedures.
• Manage project governance by establishing frameworks for meetings, reporting, metrics, risk management, and quality assurance.
• Monitor third-party vendor progress using pre-defined metrics and milestones.
• Balance competing demands for quality, scope, schedule, and cost while managing stakeholder relationships.

Required Skills

• PMP certification through PMI or VITAs PM certification is mandatory.
• 15+ years of experience in developing, executing, and managing project portfolios.
• Expertise in Agile and Waterfall methodologies.
• Proven experience leading business and IT resources through requirement discovery and documentation.
• Strong understanding of Software Development Life Cycle (SDLC) models.
• Ability to facilitate technical and planning aspects of the technology procurement process.
• Exceptional verbal and written communication skills for simplifying complex issues.
• Strong analytical, organizational, and decision-making capabilities.
• Ability to work onsite in Richmond, VA 2-3 days per week.
