Description

Lead development teams and architect large-scale registration systems for vital records. Manage multiple concurrent Scrum teams, mentor developers, and handle project management tasks including RFP responses, fiscal notes, and budget updates.

Responsibilities

• Architect software applications and design registration systems for birth, death, marriage, divorce, and stillbirth certificates.
• Manage multiple concurrent Scrum teams and mentor new developers.
• Conduct technical interviews, 1:1s, and customer outreach.
• Develop documentation, training materials, and testing procedures.
• Handle project management tasks including RFP responses, fiscal note computation, and budget updates.

Required Skills

• 10+ years of experience with Java and SQL.
• 10+ years of experience with PHP, VBScript, and software architecture.
• 10+ years of experience in debugging and Scrum/Agile development.
• 8+ years designing and developing registration and certificate issuance systems.
• 2+ years of AWS experience supporting multiple interconnected cloud applications.
• 5+ years of experience in technical writing, RFP responses, and project management.
• Active certification in at least four areas: Certified Scrum Developer, Certified ScrumMaster, Certified Scrum Product Owner, AWS Certified Cloud Practitioner, or AWS Certified Solutions Architect - Associate.

Preferred Skills

• Master's degree.
