You will serve as a Senior Business Analyst within the Federal Reporting team, focusing on critical child welfare systems including AFCARS, NCANDS, NYTD, IRS, and IV-E.
Responsibilities
- Document current business processes, automation, and migration/implementation strategies.
- Lead requirement gathering sessions and iterative process refinement using agile or hybrid methodologies.
- Develop federal plans, reports, and requests for proposals.
- Facilitate discovery, visioning, and design for current and new system implementations.
- Act as a liaison between IT and business stakeholders to mediate requirements and negotiate timelines.
- Analyze workflows to recommend improvements and document issues regarding applications or automation.
- Train and mentor other analysts while managing quality assurance and end-user training.
Required Skills
- 5+ years of experience in business analysis.
- Direct experience with SACWIS or CCWIS systems.
- Proven ability to work with Business SMEs to document workflows and processes.
- Strong understanding of data quality standards.
- Experience managing interface protocols between state agencies, third-party vendors, and federal agencies.
- Ability to work on-site in Hartford, CT (must be within a two-hour drive).
- Must be a U.S. Citizen or Permanent Resident.

- Experience with Title IV-E Foster Care Eligibility.
