Description

You will lead the development of a Request for Proposal (RFP) for a new Syndromic Surveillance (SyS) system and manage the evaluation of subsequent vendor responses.

Responsibilities

• Document business requirements for the new SyS solution, including current capabilities, unmet needs, and future requirements.
• Define nonfunctional requirements covering technical and legal standards as well as federal expectations.
• Develop the draft RFP by incorporating business requirements, administrative mandates, and management needs.
• Establish evaluation criteria for reviewing and scoring RFP responses.
• Collaborate with DPH SyS staff and BITS technical teams throughout the initiative.

Required Skills

• 5+ years of experience in business analysis.
• Proven experience developing Requests for Proposals (RFPs).
• Experience gathering business requirements for software systems.
• Experience evaluating RFP responses.
• Prior experience working within Federal, State, or Local Government sectors.
• Experience supporting Public Health or Health and Human Services agencies.
• Strong written and verbal communication skills in English.
• Knowledge of SyS solution requirements.

Preferred Skills

• Industry Business Analysis certification such as PMI-BA or IIBA-CBAP.
