Description

You will serve as the subject matter expert for Land Management, Permitting, and Work Order Management systems, owning requirements, testing, and operational support.

Responsibilities

• Elicit and document business, functional, and data flow requirements using use cases, workflow diagrams, and data models.
• Act as the primary liaison between business units and IT to coordinate application activities and vendor relationships.
• Oversee user acceptance testing (UAT), prepare test plans, and develop user training materials and guides.
• Manage small projects, feasibility studies, and cost/benefit analyses while resolving day-to-day transaction issues.

Required Skills

• 6+ years of related work experience with progressively increasing responsibility.
• Proven experience in an end-to-end Permitting or work order system implementation within the last 3 years.
• Advanced knowledge of SDLC methodology.
• Proficiency in Microsoft Visio and Microsoft Project.
• Experience translating stakeholder needs into functional specifications and process diagrams.
• Strong analytical, project planning, and negotiation skills.

Preferred Skills

• Local government experience.
• Knowledge of Accela Civic Platform or similar Land Management/Permitting COTS applications.
• Knowledge of Lucity or similar work order management systems.
