Description

You will lead the development of the National Electronic Interstate Compact Enterprise (NEICE) and support large-scale software implementations for state human services systems.

Responsibilities

• Lead the development of the NEICE enterprise system to expedite interstate child placement processes.
• Design and plan system implementations to meet CCWIS and AFCARS federal requirements.
• Maintain and operate CAPS clients, including report tuning and database performance collaboration.
• Develop and implement system changes required by the Michelle H. Settlement Agreement and FFPSA.
• Communicate software design decisions, strengths, and weaknesses to technical and non-technical stakeholders.

Required Skills

• 10+ years of experience designing and implementing medium to large-scale software systems using .NET architectures.
• 10+ years of experience developing data-driven applications using relational database engines.
• 10+ years of experience building Windows and web-based software using N-tier architectures and complex security models.
• Proficiency in C#, ASP.NET, and .NET.
• Strong experience with MS SQL, MS SQL Server, and SQL Server Reporting Services (SSRS).
• Experience with JavaScript.
• Knowledge of Microsoft operating systems and at least two application, database, messaging, or web server systems.
• Proven track record of designing and implementing multiple software components and subsystems.
• Ability to communicate technical implementation details effectively to DSS and state IT staff.

Preferred Skills

• Experience with child welfare or human services system design and SACWIS/CCWIS requirements.
• Experience with Agile software development.
• Knowledge of Entity Framework 6 or ASP.NET MVC 3 or higher.
