Own the end-to-end product lifecycle for one or more enterprise platforms (ITSM/ServiceNow, integration/API platform, identity, collaboration, data, or ERP-adjacent systems) — vision, roadmap, backlog, and release planning.
Partner with business owners, enterprise architecture, security, and infrastructure to gather requirements and convert them into epics, user stories, and acceptance criteria with clear, testable outcomes.
Prioritize a single, transparent backlog across competing stakeholder demands; publish and defend roadmap trade-offs.
Lead Agile ceremonies with the delivery team (backlog grooming, sprint planning, reviews, retrospectives) and remove blockers between product, engineering, and vendor teams.
Build the enablement layer: self-service documentation, reference implementations, onboarding paths, office hours, and training so internal teams can consume platform services without ticket-driven hand-holding.
Define and report platform KPIs — adoption rate, time-to-onboard, request/incident volume, self-service deflection, platform reliability — and use them to drive roadmap decisions.
Manage integration and dependency planning across enterprise systems; coordinate release readiness, change management, and communications for platform launches and upgrades.
Work with vendors and system integrators on feature roadmaps, licensing/capacity planning, and escalations.
Ensure platform capabilities meet security, accessibility (Section 508), data governance, and compliance requirements applicable to a federally supported environment.
Required Qualifications
Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field (or equivalent experience).
7+ years in technology, with 4+ years as a Technical Product Manager / Product Owner for enterprise or platform products.
Demonstrated ownership of an internal/shared platform used by multiple business units — not solely customer-facing product work.
Strong technical fluency: APIs and integration patterns, SaaS/cloud platforms, SSO/identity concepts, data flows, and environment/release management. Able to hold a design conversation with engineers and architects.
Proven experience writing clear technical requirements, user stories, and acceptance criteria; hands-on with Jira, Azure DevOps, or equivalent, plus Confluence/SharePoint for documentation.
Experience running Agile/Scrum delivery in a large, matrixed enterprise with competing stakeholders.
Track record of driving adoption and change enablement — training, documentation, communications, and measurable uptake.
Excellent written and verbal communication; comfortable presenting roadmaps and trade-offs to senior business and IT leadership.
Must be local to the Washington, DC area and able to work onsite per the client's schedule.
Preferred Qualifications
Experience with one or more of: ServiceNow, Salesforce, SAP, Workday, Microsoft 365/Power Platform, MuleSoft/Boomi/API gateways, Okta/Entra ID, or cloud platforms (AWS/Azure).
Background in transportation, rail, utilities, government, or another regulated/public-sector environment.
Familiarity with ITIL service management, enterprise architecture practices, or platform/product operating models (e.g., Team Topologies, internal developer platforms).
Experience with developer enablement or self-service portals and reusable service catalogs.
Certifications: CSPO/PSPO, SAFe POPM, PMP, or platform-specific credentials.
Exposure to data governance, FedRAMP, NIST, or Section 508 accessibility requirements
